Protest reported on route national 2 (RN2) in the vicinity of Antananarivo. Truck drivers have embarked on a strike due to poor road conditions along the RN2. The association has called on the authorities to intervene and resolve the situation. The management of the Department of Transportation (ATT) is aware of the protest.

Protest reported at the City Hall in Morondava, in the Toliara province. Members of the Tanalana tribe and supporters are demonstrating against the arrest of Andry Biahary, a Malagasy politician and businessman. The tribe have issued a 48-hour ultimatum to the leaders of Toliara. Members of the public are advised to remain vigilant.

Jirama, the state-owned electric and water services company, has announced that the repair work of the three groups of the Andekaleka power plant is complete. This follows after the Andekaleka power plant caught alight in January 2022. In addition to the repair of the groups, a fourth G4 group is being installed to increase electricity production on the Interconnected Network of Antananarivo (RIA), which is currently at 78% complete. Currently, the technicians are working on installing a spherical type guard valve and the GIS connection of the G3 group to the G4 group. According to Jirama, the establishment of the G4 group will increase electricity production by adding an additional 33.2 MegaWatts (MW) into the RIA and increase the production of the Andekaleka power plant by 120MW. In addition, it will improve the supply of electricity by Jirama, reduce the cost of electricity production due to the exploitation of renewable energy sources, which will be less expensive and maintain the plant’s generators.

The 18-member West Africa and Madagascar aviation safety agency (ASECNA) Air Traffic Controllers have declared an indefinite three-day strike from today, 23 September 2022. Reports indicate that the members of an African regional air safety union have embarked on a strike over working conditions and salary issues. The union has noted that its members will commence their strike despite the prohibition of the strike by court and orders of requisition from the air traffic controllers. The Union of Air Traffic Controllers’ Unions (USYCAA) has added that its members would cease providing services to flight operations for an indefinite period until their demands are met.

The meeting follows as Dendias is engaging in talks with various state officials from other countries to strengthen bilateral ties. The meeting between the Greek Minister and Randriamandrato is expected to be held before the Ancient Civilizations Forum, where Dendias is scheduled to meet United States (US) Secretary of State Antony Blinken. The engagement is a significant foreign policy initiative for Athens as it aims to acquire diplomatic support amidst the economic zone dispute with Turkey in the Eastern Mediterranean.

The joint commission of France and Madagascar is scheduled to meet in October 2022 over the return of the Malagasy Islands to the Indian Ocean. This announcement follows after President Andry Rajoelina addressed the general debate of the 77th session of the United Nations General Assembly (UNGA 77) on 21 September 2022 in New York. According to President Rajoelina, Madagascar’s claim has been made legal against France, which had been ruled in 1979 and 1980. The Minister of Foreign Affairs, Richard Randriamandrato, noted that the meeting is aimed at resolving the dispute between the two countries, which will be held in France. President Rajoelina had claimed the Scattered Islands in the Indian Ocean, which consists of four small coral islands, while France continued to offer only co-sovereignty. A joint expert committee on the issue had also hindered due to France’s decision to enhance the conservation status of the islands in 2019.

The Minister of Mines and Strategic Resources, Herindrainy Olivier Rakotomalala, has resolved the ban on the exportation of gemstones today, 21 September 2022. The ban had initially been implemented as a preventative provision to avoid falsifying documents required to export the gemstones. The Ministry has appointed a Minister from the Council of Ministers to certify the certificate of export agreement. The State will also establish a tamper-proof conformity certificate to supersede the current agreement. The State is further expected to lift the ban on the exportation of gold.

A delegation from the International Monetary Fund (IMF) led by Frederic Lambert is in Madagascar to hold a meeting with the Malagasy authorities in preparation for the third review of the Facilitated Credit Facility Programme (FEC) and the Initial Finance Act 2023. In a statement released by the Ministry of Economy and Finance (MEF), discussions will focus on the Madagascar Emergency Plan (PEM) between the delegation of the Bretton Woods institution and the administration of Minister Rindra Hasimbelo Rabarinir Inarison. The IMF Resident Representative Mokhtar Benlamine has noted that reforms following the completion of the second FEC review will be prioritized in the energy sector, namely the implementation of an automatic price adjustment mechanism and the acceleration of the performance of accompanying measures for the population impacted. The IMF delegation will also meet with technicians at the Presidency of the Republic, the Ministry of Energy and Hydrocarbon, the Ministry of Population, the Ministry of Water, and the Jirama, the Malagasy Hydrocarbons Office (OMH) from the Bank central of Madagascar.

The International Monetary Fund (IMF) has approved the immediate disbursement of $31,9 million to Madagascar in support of the country’s external and fiscal financing requirements. The approval follows after the lender recently completed the second review of the country’s economic program under the Extended Credit Facility. The financing effectively increases the total disbursement under the arrangement to $159,7 million. This follows as the country’s projected economic growth in 2022 is expected to stall at 4,2% in comparison to 4,3% in 2021, with annual average inflation projected to accelerate to 9,8%, exacerbated by the increase in international oil and food prices. IMF Executive Board Deputy Managing Director and Acting Chairperson Antoinette Sayeh has urged authorities to continue efforts to improve budget transparency and strengthen accountability, including through more effective enforcement of the anti-corruption legal framework.
