Rwanda has been elected for the 14th Assembly Presidency of the International Renewable Energy Agency (IRENA), scheduled for January 2024. This announcement follows after the Rwandan Ambassador to the United Arab Emirates (UAE), Emmanuel Hategeka, during the 13th Assembly meetings held in Abu Dhabi held from 14 January 2023 and 15 January 2023, received the presidency, stating that Rwanda is committed to establishing initiatives within the framework of global climate action. Hategeka also commended IRENA’s initiatives aimed at supporting member states in terms of sharing expertise, capacity building and resource mobilization.

Rwanda’s High Court in Kigali is scheduled to issue a verdict in the appeal case of former Minister of State for Culture Edouard Bamporiki today, 16 January 2023. Bamporiki is accused of receiving a bribe of Rwf 5 million from local businessman Norbert Gatera to secure the reopening of an illegal alcohol brewing factory in May 2022. The Nyarugenge Intermediate Court previously convicted Bamporiki of fraudulent acquisition of another individual’s property and abuse of authority. The Court sentenced the Minister to four years imprisonment and a fine of Rwf 60 million. However, Bamporiki launched an appeal process against the verdict, requesting the Court to dismiss the charges. During the process of investigation and prosecution, Bamporiki had been placed under house arrest. The High Court is expected to issue a ruling on the matter during a hearing on 16 January 2023.

The Chief of the International Monetary Fund (IMF), Kristalina Georgieva, is expected to visit the Government of Rwanda in the last week of January 2023. During the visit, Georgieva is expected to review the 36-month financing package valued at $310 million. The financing package aims to assist the Government of Rwanda in improving its economic reforms and building resilience against climate change. The IMF noted that the exact date of Georgieva’s visit will be released in due course.

The Government of Rwanda has announced the signing of three cooperation agreements with Turkey during a meeting in Kigali today, 12 January 2023. The agreements have been signed by Vincent Biruta, Rwanda’s Minister of Foreign Affairs and his Turkish counterpart, Mevlüt Çavu?o?lu, who is currently in Rwanda on a working visit. The Ministry of Foreign Affairs has stated that the three agreements aim to further enhance existing bilateral relations between the two countries. Prior to the signing ceremony, the Turkish Minister visited the Kigali Genocide Memorial site and paid tribute to victims of the 1994 Genocide and held a meeting with Minister Biruta, accompanied by delegations from both parties. The agreements reportedly include cooperation in the sectors of culture, science, technology and innovation.

The Minister of State in the Ministry of Foreign Affairs, Nshuti Manasseh, received a farewell courtesy visit from the outgoing Ambassador of Turkey to Rwanda, Burcu Cevik, today, 12 January 2023, at the Ministry of Foreign Affairs. Manasseh noted that during the visit, they reviewed the current bilateral agreements between Rwanda and Turkey and also reviewed the work done by Cevik in the country.

President Paul Kagame has confirmed the appointment of former East African Legislative Assembly (EALA) member Francois Xavier Kalinda as the Senate President. This follows after President Kagame appointed Kalinda as a Senator in the Rwandan Senate on Friday, 06 January 2023. Kalinda had been appointed Senate President on 09 January 2023 after Senators unanimously voted for Kalinda’s appointment. Kalinda has superseded former Senate President Augustin Iyamuremye, who resigned from the position due to an illness.

The Rwanda Government is expected to implement additional regulations to decrease the number of vehicle theft incidents. This follows after several entities raised issues regarding increased vehicle theft incidents, increased pollution of wetlands in the area and an increased theft of vehicle parts, among other issues. The regulations had been introduced by the Rwanda Inspectorate Competition and Competition Authority (RICA) in May 2022 and had further been expected to be implemented by October 2022. However, various garage operators requested additional time to implement the regulations. The regulations include that garage operator in Rwanda are required to obtain a permanent premise to provide their services, sufficient parking space at the premise and offices for the staff, among others. The regulations are expected to be implemented in 2023.

The Rwanda Energy Company (REG) announced that a new pipeline will receive electricity from the Rusumo dam and deliver it to the public network. This high voltage line is 117 kilometres (km) long, from Rusumo to the Bugesera station, which will be used to power the Bugesera airport, and continue to the Shango station located in Gasabo District. The construction project cost more than US$21 million. This pipeline is added to the 973.14 km existing pipeline in Rwanda, which supplies electricity to 49 power plants. It has been built by two companies, Sterling and Wilson Limited and Electromontaj SA. The Rusumo Dam, which will soon be completed, will produce 80 megawatts (MW) of electricity, that will be distributed to the neighbouring countries of Tanzania, Burundi and Rwanda.

The Rwandan Government has announced plans to allocate Rfw 25 billion in subsidising agriculture insurance schemes within the following five years. Ministry of Agriculture and Animal Resources (MINAGRI) Agriculture Information and Communication Program Manager Eugene Kwibuka has stated that the investment aims to assist professional crop and livestock farmers across the country. The funds are also set to increase milk production to supply the milk powder plant that is scheduled to be completed in March 2023. The insurance is set to enable farmers to access finance from financial institutions. Kwibuka has stated that the insurance cover is also expected to attract new investors in fish farming, piggery and poultry.
