SOUTH AFRICA – EASTERN CAPE – 07 APR 2022
• BISHO – 07 APR 2022 (04H55) The Eastern Cape premier Oscar Mabuyane has suspended the Head of the Department of Education, Naledi Mbude. The suspension follows due to the delays in textbook delivery and the forfeiture of the R200 million grant for school infrastructure. On 15 March 2022, the High Court issued an order for the provision of teaching supplies via the grant. The National Professional Teachers’ Organisation of South Africa (SA) survey reported that approximately 113 schools have not received textbooks. Mbude stated that the infrastructure budget has been underspent and forfeited due to irregular expenditures. Democratic Alliance (DA) Provincial Education Spokesperson Yusuf Cassim noted that approximately 3,157 schools are experiencing poor sanitation, in addition to an estimated 1,445 that still use pit latrine toilets.
• QUEENSTOWN – 07 APR 2022 (16H10) The Enoch Mgijima Local Municipality has been placed under mandatory intervention after experiencing financial and service delivery failures. The intervention has been placed by the Eastern Cape Provincial Executive. The invocation of a national intervention implies that the National Government will now act instead of the Provincial Executive. The Cabinet stated that no decision has yet been taken to dissolve the municipal council in terms of the Constitution.

SOUTH AFRICA – FREE STATE – 07 APR 2022
• LADYBRAND – 07 APR 2022 (06H05) The Deputy Minister in the Presidency responsible for State Security, Zizi Kodwa, is expected to visit the Maseru Bridge Port of Entry today, 07 April 2022. The Deputy Minister will interact with various Government officials stationed at the Port of Entry from State Security, Home Affairs, the Police, Port Health and the South African Revenue Service (SARS). The Deputy Minister will also inspect the state of the infrastructure and operations, including the challenges and interventions needed to strengthen operations at the Port of Entry. This visit coincides with the planned Presidential Oversight Visit and Imbizo in the Mangaung District, which takes place on Friday, 08 April 2022 and Saturday, 09 April 2022.
• BLOEMFONTEIN – 07 APR 2022 (16H00) The Mangaung Metropolitan Municipality has been placed under mandatory intervention after experiencing financial and service delivery failures for more than two years. A mandatory financial recovery plan was subsequently imposed on the municipality in 2020. The invocation of a national intervention implies that the National Government will now act instead of the Provincial Executive. The Cabinet stated that no decision has yet been taken to dissolve the municipal council in terms of the Constitution.
• QWAQWA – 07 APR 2022 (16H20) Police have arrested an additional three students in connection with a fire at the University of the Free State (UFS) QwaQwa campus. The Police have arrested one student on Monday, 04 April 2022, which led to the arrest of the other students. The damage caused by the fire amounted to R35-million. This follows after a protest about the non-payment of the National Student Financial Aid Scheme (NSFAS) allowances. The four students are expected to appear in the Phuthaditjhaba Magistrate’s Court today, 07 April 2022, on charges of arson and malicious damage to property.

SOUTH AFRICA – GAUTENG – 07 APR 2022
• TSHWANE/PRETORIA – 07 APR 2022 (09H30) President Cyril Ramaphosa is expected to address the Heads of Mission Conference (HoMC22) today, 07 April 2022. The HoMC22 is a session where discussions to position South Africa’s diplomacy globally to advance domestic priorities in a post-COVID-19 era, focusing on the country’s economic recovery initiatives. The conference will also outline how South Africa’s representatives worldwide can contribute to the country’s unemployment, poverty, and inequality challenges.
• BOKSBURG – 07 APR 2022 (09H10) The National Union of Metalworkers of South Africa (NUMSA) is expected to hold its National Bargaining Conference (NBC) from Monday, 11 April 2022, until Wednesday, 13 April 2022, at the Birchwood Hotel and OR Tambo Conference Centre from 09H00. The meeting will be held to prepare and consolidate demands from all the different sectors that the Union is organised in as part of preparations for wage talks. The conference will focus on Motor, Tyre, Auto, Infrastructure, Bus, Aviation, Eskom, Rotek, Road Accident Fund (RAF), Comair, Catering, Security and House Agreements.
• RANDBURG – 07 APR 2022 (10H45) UPDATE Protest reported outside the Magistrate Court. EFF members are protesting in support of Malema and Ndlozi. The demonstrators have barricaded the area. Members of the public are advised to be vigilant. Police are on the scene. (06H00) The Economic Freedom Fighters (EFF) leader, Julius Malema, and EFF Member of Parliament (MP) Mbuyiseni Ndlozi are expected to appear at the Randburg Magistrate’s Court today, 07 April 2022. Malema and Ndlozi allegedly assaulted a Senior Police Officer in uniform in April 2018. The Senior Police Officer laid a complaint with the Police. However, the Police failed to attend to the complaint until AfriForum’s Private Prosecution Unit made enquiries into the investigation in January 2019.
• KEMPTON PARK – 07 APR 2022 (14H20) UPDATE Authorities have confirmed that it was a false bomb threat. Kempton Park Magistrate Court has resumed operations. Motorists are advised to remain vigilant. (11H25) Bomb threat reported at the Kempton Park Magistrate Court. Employees and civilians have been evacuated. Motorists are advised to avoid the area and use alternative routes. Police are on the scene.
• MEYERTON – 07 APR 2022 (14H35) UPDATE The R59 has been reopened to traffic. Motorists are advised to remain vigilant. (11H10) Protest reported on the R59 in Meyerton. Previous demonstrations have been related to poor service delivery. The demonstrators have barricaded the road with burning tyres and debris. Motorists are advised to avoid the area and use alternative routes. Police have been dispatched.
• DIEPSLOOT – 07 APR 2022 (15H20) UPDATE Police Minister Bheki Cele is expected to visit the household of Elvis Nyathi, who was killed last night. The Police have arrested more than 20 people in connection with the vigilantism. Nyathi was allegedly a Zimbabwe national. (14H50) Police Commissioner Sehlahle Masemola and Minister Bheki Cele are in Diepsloot to inspect a crime scene. Community members killed a resident, Elvis Nyathi, in an act of vigilantism on Tuesday night, 06 April 2022. Community members demanded to see the victim’s passport before he was killed. This follows after Minister Bheki Cele addressed demonstrators at Diepsloot Police Station on Tuesday. Police are investigating the matter.
• JOHANNESBURG – 07 APR 2022 (15H40) The City of Johannesburg, with Gauteng Member of Executive Council (MEC) of Transport Jacob Mamabolo, has terminated its contract with the Johannesburg Roads Agency (JRA). The decision has been made after an agreement could not be reached to renew the Service Level Agreement (SLA). An SLA was entered into between the JRA and the Provincial Department, with effect from 01 September 2017. However, this agreement expired in August 2020. A process is currently underway to hand over the SLA to the Gauteng Department of Roads and Transport.
• JOHANNESBURG – 07 APR 2022 (16H35) UPDATE Demonstrators have submitted their memorandum of demands at the City of Johannesburg offices. Motorists are advised to remain vigilant. (11H50) Demonstrations reported outside the office of the Mayor. The demonstrators have blockaded the entrance of the building. (09H30) Protest expected by the Congress of the South African Trade Union (COSATU) members at the City of Johannesburg offices from 11H00. The demonstrators are expected to gather at the COSATU House from 10H00. The demonstrators are expected to protest in solidarity with the 130 South African Municipal Workers Union (SAMWU) employees and deliver a memorandum at the Executive Mayor’s office. The demonstrators are expected to disperse from 13H00. Motorists are advised to avoid the area and use alternative routes. Police will be deployed to monitor the area.
• CENTURION – 07 APR 2022 (17H30) Adverse weather expected from Friday, 08 April 2022, until Monday, 11 April 2022. The provinces that will be affected include Gauteng, Eastern Cape, Free State, KwaZulu-Natal, Limpopo, Mpumalanga, North West and Northern Cape. There is a risk of localised flooding, disruptions of beachfront activities and damage incidents to coastal infrastructure between Port Alfred and Sodwana Bay. The public is advised to be vigilant.

• DURBAN – 07 APR 2022 (08H30) The Durban Magistrate Court has postponed the case of Operation Dudula member Philani Gumede to Tuesday, 24 May 2022, to allow the Police to conduct further investigations. Gumede was arrested and charged with incitement to commit public violence and contravention of section 14 of the Cyber Crimes Act and was granted R5000 bail by the Magistrate Court.
• PONGOLA – 07 APR 2022 (12H30) Road closure reported on the N2 between Pongola and Piet Retief near Kwamlogo Hill due to multiple heavy motor vehicle accidents. Motorists are advised to avoid the area and use alternative routes. Emergency services are on the scene.

• PIETERSBURG/POLOKWANE – 07 APR 2022 (07H00) The Road Agency Limpopo is expected to host a strategic partnership signing ceremony today, 07 April 2022. The ceremony is expected to enhance relationships with ten municipalities pertaining to road interventions for struggling municipalities.
• POLOKWANE/ PIETERSBURG – 07 APR 2022 (15H30) The Mankweng community has called on the Polokwane Local Municipality to prioritise the provision of water, roads, employment opportunities, electricity, streetlights and other needed services. The community has raised their concerns during the 2021/22 Integrated Development Planning (IDP) budget consultation, where Executive Mayor John Mpe and municipal officials were present on Wednesday, 06 April 2022.
• DENDRON – 07 APR 2022 (18H30) UPDATE Demonstrators are continuing to protest at the R521 and Republic Street intersection. Motorists are advised to use alternative routes. • KRIEL – 07 APR 2022 (06H20) Protest reported on the Kingfisher Drive towards the R547. The demonstrators have barricaded the road with burning tyres and debris. • VRYBURG – 07 APR 2022 (01H50) Protest expected by the Naledi Community Against Crime (NCAC) on 20 April 2022 at 08H30. Members are expected to protest regarding the end of Gender-Based Violence (GBV), service delivery, corrupt legal systems and others. Members are set to start at the Huhudi stadium, colour block taxi rank and the Colridge stadium at approximately 08H30. Furthermore, protestors are set to march towards Stellalander park at 10H00 for discussions. Members are expected to end the march at the Vryburg Magistrates Court.
• POTCHEFSTROOM – 07 APR 2022 (08H40) UPDATE Demonstrations reported at the Traffic Department. The demonstrators have closed the offices and barricaded the area. • POTCHEFSTROOM – 07 APR 2022 (13H45) UPDATE Police attempted to disperse demonstrators at the Witrand Psychiatric Hospital with rubber bullets. The demonstrators held a meeting with hospital management to discuss the healthcare workers’ grievances. (10H35) Protest reported outside Witrand Psychiatric Hospital. The demonstrators are protesting to demand salary increases. Reports indicate that Police have fired rubber bullets in an attempt to disperse the demonstrations. • KATHU – 07 APR 2022 (07H25) Protest reported on the N14 in the vicinity of Mokala Mine and towards the R31. Residents are protesting to demand to be employed by the mine. • RICHMOND – 07 APR 2022 (16H30) Motorists are advised to be vigilant on the N1 between Richmond and Hanover. A locust swarm is currently in the area, causing dangerous driving situations, impairing visibility and causing slippery roads.

• CAPE TOWN – 07 APR 2022 (06H10) Protest expected by the Cape Amalgamated Taxi Association (CATA) and Cape Organisation for the Democratic Taxi Association (CODETA). Taxi operators are expected to protest following their march to the Premier’s office to hand over a memorandum of demands. Motorists are advised to avoid the area and use alternative routes.
