The Harare City Council (HCC) has announced plans to apply for a loan of more than $1 billion to finance service delivery efforts in the metro and surrounding areas. The City of Harare has reportedly indicated that it is expected to apply for a $1,4 billion loan to deliver essential services in line with Section 390 (3) of the Urban Council Act. The HCC has stated that the funds are expected to be directed toward waste management, water, health, road infrastructure, traffic management and public electricity supply. The Council has further stated that additional funding is necessary to settle bills at the Rowan Martin Building, corporate communication, emergency services, and social amenities.
